The allegations, if proven true, would mark a dramatic development in the years long hunt for Low, who has remained a fugitive since being charged over the multibillion dollar scandal in 2018.

Inspector General of Police Mohd Khalid Ismail confirmed that police had opened inquiries into reports that Low, whose full name is Low Taek Jho, had recently entered Malaysia. Authorities said the claims had not yet been verified, but investigations were ongoing.

The reports surfaced after investigative portal Sarawak Report alleged that Low was involved in confidential negotiations between Malaysia and China late last year concerning debts linked to 1Malaysia Development Berhad (1MDB).

According to the report, Low allegedly attended meetings in Kuala Lumpur under the protection of a Chinese delegation. Sources cited by the publication claimed his extensive knowledge of the 1MDB case and his longstanding political and business connections made him a key figure in discussions aimed at resolving sensitive financial issues tied to the scandal.

The claims have intensified public attention because Low remains one of the central figures accused of orchestrating the massive fraud scheme that shook Malaysias financial and political system.

Low was charged in Malaysia in 2018 over the alleged misappropriation of 17.7 billion ringgit, or roughly US$4.5 billion, from the state investment fund. Despite years of international investigations and arrest efforts, his whereabouts remain unknown.

Authorities in multiple countries, including the United States and Singapore, have linked Low to money laundering and large scale financial crimes connected to 1MDB. Investigators alleged that billions of dollars were siphoned from the fund and channelled into luxury property, artwork, gambling, and Hollywood film financing.

The latest controversy emerged just days after reports that Low had also sought a presidential pardon in the United States.

The Wall Street Journal reported earlier this week that Low had submitted a clemency request to US President Donald Trump in recent weeks. According to the report, approval of the request could potentially remove criminal charges against him in the United States.

The timing of the alleged pardon application and the reported secret meetings in Malaysia has raised fresh questions about whether behind the scenes negotiations involving Low are taking place across multiple jurisdictions.

Malaysian police said investigations into Low remain active despite reports surrounding the pardon request. Authorities stressed that cooperation with foreign governments and international agencies was continuing as efforts to track the fugitive financier remain in place.

The 1MDB scandal continues to rank among the most damaging corruption scandals in modern financial history. Originally established as a state investment fund aimed at driving economic growth, 1MDB later became the focus of global investigations after billions of dollars allegedly disappeared through complex international transactions.

The scandal triggered criminal probes in several countries and contributed directly to the collapse of Malaysias former ruling government in 2018. Although authorities worldwide have recovered billions in assets linked to the case, Low has continued to evade capture, fuelling years of speculation over his political protection and international connections.

Now, claims that he may have quietly returned to Kuala Lumpur for closed door discussions threaten to reopen old wounds and intensify pressure on Malaysian authorities to explain how such a meeting could have taken place.

For many observers, the allegations also raise broader concerns about whether unresolved elements of the 1MDB scandal continue to influence regional financial and political negotiations behind the scenes.
